[MRIC] ICS-213 instructions

Maryland RACES Officers:

I am updating  the Talbot County RACES Plan and am including the ICS-213 form 
we approved at  our last MRIC meeting. I would also like to include 
instructions for filling out  the form, and sending it over-the-air as we have done for 
the past few COMEX.  Obviously, our operational plans will vary, but I 
suspect we should all use the  same (or very similar) set of instructions of what 
goes in each field and how we  say it over-the-air for interoperability. Most of 
it is self-evident to us now,  but I want to make it idiot-proof for new 
operators. If anyone has already  skinned this cat, or knows someone that has, 
please let me know where I can  plagiarize those instructions. Anything from DHS 
explaining the purpose of the  fields would be informative too. If I don't 
hear anything within the week, I'll  write some draft instructions and send them 
via this reflector for your  consideration. Thank you for your service.
