If this was Army / Air Force, I would say it was a "Forward Air Control"
setup. Used for establishing / controlling a landing zone or for observing
/ correcting air strikes, since aircraft use the UHF air band for such
things. The picture of the antenna is a vertical dipole which would be
omnidirectional and good for "Ground to Air" comms ( but with a widening
"V" shaped null point directly overhead).
I was in the Air Force (75 - 81) as a "Ground Radio Repairman" assigned to
a Mobile Air Traffic Control group. We had a Control Tower, Radar Van
(RAPCON), and "End of Runway" Directional Beacon (TACAN). We would replace
a Forward Air Control jeep when a more permanent runway was needed. Our UHF
antennas were discones. More wideband with less of an overhead null.
