[MRCG] Info needed for upcoming Military FD.

Back in my AF Comm Command days, we controllers had a set of Z-signals we used when we brought up a circuit with that hadn't transmitted any traffic: "ZAG ZID NIL Pull One and Go!" (I think....it's bee only 40 yrs since I did any of that crazy stuff!!)
