[MRCG] Net time change

Hello everyone. 

The Sat net will move to a 4 PM start time on November 9th. Same freq 3985. 

Looks like changing net start time with the CA time change works so basically the net has a 6pm start time in the summer and 4pm start in winter. 

Its great to hear the variety of military rigs including lower power sets working so well so thanks to all who have been checking in with them.
