[MRCG] On air net time

Conditions last night were good and have been at 4 for the most part for the
last few months. Now that with Daylight time 4 is 5 changing to 5 seems like
a good idea.

Based on the fact that conditions have been generally improving from 4:00 on
Id like to move the net start time to 5:00 pm (new) west coast time. This
should allow us to continue to have  the decent conditions we've experienced
over the last few months. 

Group thoughts on this?
