[MRCG] Winter propagation issues

Saturday was another bust in terms of reliable conditions so I’d like to try starting the net at 4:00 PM (1600) starting this Saturday December 1st. Ive been monitoring the band and I think this time will allow some of us to communicate. 

Hopefully this will work and we can then establish a solid summer net time as well as a winter one. Change to winter time schedule can happen at the time change so should be easy to remember. 

I know its not great to be switching net times so frequently but hopefully it will lead to a solid winter net time change down the line.
