[MRCG] Net Time Changes

With Daylight Savings Time ending, it's time to shift the net starting time again. We'll also shift it further to try to get better propagation as the days get shorter. Next weekend (2017-11-11), I'll try starting the nets at:

Clatternet:   17:30 PST
AM Voice Net: 18:00 PST

We'll see how those time slots work out, and possibly readjust based on propagation and other activity near the net frequencies.
