[MRCG] Net time change for Daylight Savings Time

The 19th is my birthday......   I may go to a swap in Fresno that weekend
and then visit friends in Mariposa which if I do I will probably miss the
net.

We will once again fall victim to the great evil of Daylight Savings Time on
March 13. Since we schedule our nets in local time, that means the net times
change!

The AM net changes to 20:00 PDT on 19-MAR-2016.

Clatternet changes to 18:00 PDT on 13-MAR-2016.

In other news, I seem to have fixed the arcing problem in my T-368C. Hooray!
It appears to have been arcing between the high voltage contacts of the
AM/CW relay on voice peaks. After cleaning the relay and readjusting it for
a wider contact gap, all seems to be well.
