[MRCG] BC-348-R rebuild alignment issue

I acquired an absolutely gorgeous BC-348-R.  The former owner had polished and brass plated all of the front panel hardware and handles.  This really looks nice against the factory new black crinkle paint.  Looks like he had completely disassembled and cleaned/rebuilt the unit.  One problem...the Local Oscillator can't be adjusted enough to properly align two of the bands (the air variable alignment caps are adjusted for minimum capacitance)...and the other bands are near max adjustment for their alignment as well.  One of the bands (80M, Band 3) is off by almost 300 KC.  I swapped the LO module with another (same 'R' architecture)...with identical results...so it isn't likely to be the fixed value Mica temperature compensation caps in the LO for the bands.  At this point I am thinking the dial assembly may have been re-assembled wrong.  Has anybody taken this path before and removed/adjusted this assembly?  If the Frequency Dial Face can't be adjusted (it assembles into a fixed/aligned position), maybe the main tuning cap to dial face is mis-aligned?...As a last resort I can always pull the LO out and reduce the fixed band caps...but prefer to correct the problem.  If possible, I may return the LO caps to mid position and then move the dial/main tuning cap to match the alignment freq I am using (4.0 MC).  Thoughts anyone?
