[MRCG] Net Time Change

Next Saturday (October 31), we're going to start the net a half hour earlier (20:00 PDT) to chase shifting propagation.

Daylight Savings Time ends that evening, so we will then start the net at 19:00 PST the following weekend (November 7), and maintain that net time until conditions dictate another change.
