[MRCG] NET TIME CHANGES

Daylight Savings Time starts tonight, and the days are also getting longer. With that in mind, we'll adjust the net starting times for DST, and we'll also try moving both weekly nets a half hour earlier vs. sunset.

New net starting times will be:

Weekly voice net: Saturdays at 20:00 PDT, 3985 KC, AM mode

Weekly RTTY net (Clatternet): Sundays at 18:00 PDT, 7087 KC
