[MRCG] Clatternet coming up?

Hi Jim - There is a fair amount of 850 cps shift RATT on the air these
days, almost all of it is encrypted, Except for the occasional aviation
weather reports.
I would assume it is all military. Not necessarily US Mil....
The 850 shift stuff is almost always 100 wpm ( I don't think I have heard
anything else that is slower...)
