Dennis -
That is no-load. I will double-check the wiring to make sure it's still 
setup for choke input. The unit had one other modification (that was MFP'd, 
so it was done a long time ago) where the B+ relay is now used to ground the 
transformer center tap vs simply closing contacts for B+ output, so it's 
possible the filter configuration was changed somewhere along the line.

The book calls for about 300 ma load and specs the output at about 310 v.

Could the filter on the B+ have been changed from a choke input type
to  capacitor input somewhere along the line?  Also, is 465 volts  a
no-load measurement?
