Hmmm. I'm reading a thread on forums.qrz.com titled "Planning and Operating 
a Special Events Station" that may be of interest. Could be a lot of work.

Last year I had sent ARRL an MRCG announcement in December. And then a
later reminder , They didn't run it.  Turns out you need to be a
"registered" event - beforehand - with the ARRL for them to run an
announcement.  This time, I'll get it right.  Ya can't be too careful these
days....
