[MRCG] BC-375 Woes

The Plate Current meter pegs anytime I'm transmitting in phone, but drops to 250-300 mA in CW. No apparent output on a scope, faint carrier signal heard if  RX antenna placed near the MO.
I've swapped all the 211's around to no effect. All are lit up nicely, no obvious blue glow.
Dennis W7QHO suspects no/poor drive for the PA because of the Plate current spike. Looking at the schematic, I think bypass cap (#1111) is drawing off drive for the PA?
What do you all think out there? Any other suspects before I get out the pliers?
