the fact that the oscillator is “potted” would seem to place it later.. like Vietnam War era...  plus the type of connectors used.

at the small Air Show at Hollister a couple weeks back in one hanger was a TG-34 code practice oscillator with the white tape with black zig zag lines..  those are much more common...  

strange gadget for sure
