Those instructions are focused on safety and do not seem to be in regard to possible damage to the socket pins (which is where we started this discussion).  In fact, they say to "wiggle back and forth" which goes against the advice against wiggling back and forth that came up in our earlier discussion.

If all loctal sockets are built with the mounting holes on the axis of the center index (and the bump on the tube base), then that part of the advice is in agreement.
