If I recall correctly you calibrate the oscillator to track by adjusting a trimmer capacitors on the tuning capacitor and the oscillator coil.
 
I would first check the tracking as it is. Old school method is to use a frequency meter or tune in AM broadcasters.

The BC-946B arrived with the Dynamotor connector and L14 missing and
quite a few wires hanging out near those missing components.
 
I did some wire tracing and component testing then had a hunch that
someone may have tried to convert this to 12V, so I looked at the
filament circuit. I was right, Someone had attempted a
conversion to 12V and didn't do it right. So, I removed the
offending wires. To make a long story short, the radio is now
running on 28V and the filament voltages are what they are supposed to
be. No HV to it yet.....
