Here is my best guess why Eugene, FWIW.

The pictures are a bit misleading but it appears the MT-1029 mount went through Tobyhanna, but not necessarily the radio.

I do not see how TAD could or would perform overhauls on IDF equipment since they would not be equipped or contracted to do so.
