Eugene:
     IIRC, the KG-84 was an encryption apparatus that was used with the old (pre-TCP/IP) high-speed (1.544 Mbps) digital telephone lines. Don't ask me how I know. The cabinet is red because it handles unencrypted data. "Black" would indicate relatively safely-handled encrypted data.
