It is an NVIS mobile loop made by SMC (and SGC made the onboard tuner). Specs are below

The nice thing about it is it folds flat against the roof bars/roof rack when not in use (most of the time)

It will get installed on the roof rack bars of my land rover (Defender 110.  Not range rover – think soccer moms!) and will look something like this when done:
