IIRC, the PRT-4/A had two channels, one fixed at 450 mW and the other (depot) variable from 50 - 250 mW. Maybe the poorly-performing TXs were on low power. But yes, they reportedly weren't widely deployed due to their poor performance under field conditions.
And speaking of Capt. Powell, in his autobiography My American Journey, he recounts the story of his first field assignment in Vietnam. He was the USA officer in charge of a helicopter landing base. When he asked his Vietnamese non-comm officer what their mission was, he was told they were to protect the helicopters when they landed during supply deliveries. Kinda sounds like a self-eating watermelon, if you ask me.
