[MRCA] Another loss for AM radio.

If I read title 47 part 73.1400 the operator is in violation of the 
requirements to monitor the proper operation of the transmitter. He 
seems to claim that he did not know when the transmitter went off the 
air. If properly monitored, he would know exactly when it went off the air.

Maybe I am missing something?
