Maybe you can say the same thing about JENM and the Joint Tactical Radio System? Never underestimate the Russians or China.
I can see key management being a mess but isn't that the sort of thing they were supposed to be working out during the exercises leading up to the invasion. A week key that never expires still keeps others from listening in and NSA and NATO are going to brake a strong key anyway.
Key management has always been an issue, look at how many of the German Army units kept "123" "ABC" as key to their Enigma machines throughout the war. At least the Kriegsmarine had the sense to change keys regularly.

I heard the program was beset with massive corruption and fraud. Everyone from the top down skimming and cheating.
