[MRCA] ZB Homing Adapter Question

I just got a ZB-2 homing adapter for the ARB radio. It has a plate riveted on the side of it that says “ For 12 Volt Operation”. The question is -is there some kind of voltage reducer that connects between the ARB receiver and the ZB adapter, or a change to internal wiring in the ZB-2 or ARB ?  The data plate on the ZB says 12 or 28 volt operation, so I’m thinking there is some sort of wiring change in the ZB adapter to account for the 12 volts. The contract date for both the ZB and the ARB is in 1942, so I’m thinking that the ZB operational voltage was somehow changed, since standard Navy aircraft voltages by 1942 were pretty much changed from 12 to 28 volt on new aircraft. The arb is marked for 28 volt operation
