At first I thought it may have been a generator, but, I could not find the
oscillator. So, that is why I thought it may be a power meter. 73 - Mike

These came with US Signal Corps walkie talkies and TU-26-B transmitter unit.
The previous owner was an airplane mechanic in WWII but it would be great to
know what purpose these served.

Looks like a variant between a TS-35/AP and the later TS-35A/AP.  Data
sheets attached:
