The AT-250 discone will serve most of the radio’s range, it’s a little iffy in the civil aircraft band.  Certainly better than the donkey dick.

That's a tough "Row to Hoe". Probably best bet is take a 1/4 wave VHF antenna and use it on 144 and then utilize a matching network for 225.  But I would prefer to use two separate whip antennas with a switch.  The   Antenna Specialist mount and Motorola NMO mounts are shown below and were often used on military installations for dispatch purposes.
