 besides the HV module, the other two descriptions from the Ebay posting were:

DC-DC Buck Step-down 5V-36V to 3.3V 6V 9V 12V 24V 5A Converter Voltage Regulator

Mini DC-DC Boost Step Up Adjustable Volt Converter 3V-15V to 5V 6V 9V 12V 24V 5A
You might wonder why i selected such high current ones? The Chinese spec their stuff to the absolute maximum possible current which will give the device a mean time before failure about 1 hour!  Trust me, i found this out the hard way...Thes devices above have lots of head room and run nice and cool.
However, if you are  unsure of how it all works, you could easily damage the radio if you make a mistake in the wiring and pre-setting..Make sure you bench test  the finished product with dummy loads to simulate the radio loads before you use it.
A found a website where the guy did this legwork , but don't have the URL ( google prc-10 and it will show up)

When i get a chance, I will write it up with more detail and put it on my website for all who have an interest in such things.
