The first step would be that they have to decide that they want to improve the 
comms situation.  Maybe before that they should decide they want to solve other 
problems too like declining membership.

After that they would need to rebuild both personnel as well as equipment.  How 
about getting back into serious screening of government surplus again?  Yes, 
that means fixing the accounting nonsense behind that.

Most radio people left, old gear was scrapped or member-owned.

Maybe tie in much better with MARS and use MARS as the comms "department."  
Anotherwords, maybe best at this point to give it up as they've made such a big 
mess of things and outsource it to a group with the training, the equipment and 
sheer numbers to make it work.
