[MRCA] 29.4 ID

29.4 MHz FM is a satellite uplink frequency in Europe.  Maybe that?  Crazy things can happen on 10 meters.

We are hearing the end of a ID on 29.4.  The last 3 letters are RAE. 
Anyone have a clue as to what it is or the location.
