Not sure of the format, it could be 8 tones, but the data rate is very slow.  Since it hogs the channel, no one else may operate there ("One signal per channel" - NTIA) since it was there "first".  Tying up 20 % of the 60 meter channels with this stuff for hours on end (with apparently very low information content) is just dumb.  May be legal, but really annoying.  What a waste...
Last summer and fall someone was operating a multi tone signal on 5357 all afternoon and evenings (as heard in CA) and they occasionally ID'd on CW as a W4 station.  So it was not Gov....  I did not note his call unfortunately..

There are a few of us operating mil sets (like PRC-47's) on 5357 USB out here and it otherwise works great for regional comms.  I'd rather avoid modifying the radio for incremental tuning just because of this operator(s)..

Every night for hours there us a guy banging away on 5.357 wont answer a voice call to allow for a quick voice message to be sent.
