The agent copies an "H" for an "L" for the second character of the first 
group.

Correct encoded text is:  tlyyf joypz athzh ukohw wfuld flhym yvtua 
oyllm yx

Numerals are spelled out.  3 = three


Encoding was a Caesar cypher with a shift of 7.
