[MRCA] URC-200 CTCSS (PL) Code Option

According to someone at General Dynamics very few, only about 200, of those
options went out the door. I do not know if that includes any Motorola sold.

The URC-500 has PL as standard but I have never seen one of those radios and no
information seems available on the web either.
