[MRCA] 60M CH3 international allocation

Last summer while I was camping several times, 5357 was in continuous use
by JT65 stations.  On the west coast they came up out of the noise around
1600 local and continued well into the evening with stronger signals.  One
station identified in CW occasionally with a W4/// callsign.
We use 5357 as the only 60 meter freq where we can run the mil gear that
only tunes in 1 kc increments.  Considering the very low data rate of JT65,
it really ties up the channel for others to use, for a long time.  Pretty
frustrating....
