The C-3428/ARC-38A box will work with the RT-311 with no wiring changes
or modifications. Simply wire it up as a C-1398 as the book shows.

On/off, frequency selection, local remote switching,
channel presets are all the same, and the AM and CW modes will 
correspond with AME and CW on the control head. The SSB/FSK position 
will bring up AM operation, but with the narrow filter selected.

The mode switch also rearranges the gain control lines between the
various modes, and the gain controls will not be correct in the SSB/FSK
position.

The modification involves more than a wiring change, one switch wafer on
the mode switch is different between the two, this wafer being a part
of the gain control switching I mentioned above.

I wound up intercepting the the filter select lines so I could switch
between narrow and wide independent of the control head, and I ignored
the SSB position altogether.

As far as availability goes, I have seen the C-1398 show up once
in a great while on the auction place, so keep your eyes open.

I've also found the ARC-38 works well on CW, I've checked into
the Sunday night net a few times with it.
