[MRCA] Rutgers Radar on 60M

The interference I heard was outside of the frequencies listed, but some was
within those frequencies (I am not allowed to mention the frequencies). They
may have been on experimental licenses. In any case, these signals did not have
a CW identifier "at least every 20 minutes" and the part about them ceasing
operation if they cause interference to a primary licensed NTIA or FCC station
is essentially meaningless. First of all, the NTIA has no enforcement function
like the FCC, and ever try to get an interference complaint regarding an unknown
station through a bureaucracy consisting of a chain of command who has little
idea what you're talking about and then is worried they might be interfering
with some classified program?
If these devices have a legitimate use then they should be given their own
specific frequency allocations which are not "shared" by other users.
