[MRCA] Rutgers Radar on 60M

CODAR is that nasty 2 Hz swept signal that they've been putting wherever they 
damn well please for years.  It's been making many HF comms channels from 3 MHz 
up if not useless, very annoying to use. That the FCC has allowed this is a 
complete mystery to me.
