I think I got the input figured out. The 30 volt positive inputs are
switched by the paddle. One input charges one circuit and generates the dits
and the other does the opposite. 73 - Mike

Looks like a tubeless, non electronic "electrical relay automatic keyer."
Is the center pot used for dit-dah ratio?
