The issue is not the coils, they're fine.  For some reason, the previous 
owners chose to un-seal the top of the coil housing to gain access for 
who knows what?  Anyway, the solenoid plunger and disk are gone.  I have 
tried a number of mechanical combinations to get actuation to the 
movable contact, below and inside the housing, to no avail.  Things hum 
and buzz and try to move but I simply don't know what the mechanical 
setup really should be.  Solenoids are solenoids, but this one is a 
puzzler.  And, yes, the coil voltage is known and applied.
