Hey Arthur, welcome.

Do you have a ham license?  You'll need at least a general class one.

I suggest you go to some of the meets and hamfests where those "into" it hang 
out.  Then you can see and experience the radios, in addition to meeting all the 
cool guys into it all.  Once you learn what you want to start out with then 
these same guys can point you to where you can get reasonable deals.  Once you 
start digging in, don't worry, it will take on a life of its own.
