[MRCA] EMCU-116 Power Supply Troubleshooting

Gents,

I picked up and EMCU-116 at Dayton this year for very small money.  Here's a link to Brooke Clark's page on the unit:

It powers up and puts out the correct voltage but makes a whining noise when powered on.  The whine does not go away.  I can't imagine this is normal for the unit but wanted to see if one of you had one of these and whether or not your unit makes the same whine.  If this whine is abnormal I (as I suspect it is) what component within the power supply could be making this noise?

I have uploaded two videos of the power supply being turned on and off so you could hear the whining noise.  One video has the cover on and the other video has the cover off.
