[MRCA] My New PRC-352

Hi All, Just received a Clansman PRC-352 from ta-shunca-uitco to add to my collection and do a better job getting out on the Sunday net. Appears to be in good shape.  Also got a battery, ground spike antenna, and speaker. What's nice is the battery also goes to the to the prc-320, the spike can be used with the prc-350 and the speakers can be used with any of them. The extra hand crank I had fits nicely to the prc-352. A very cool stacked component look! I know many of you also have this radio.
So with all that said, I read the PRC-352 guide and was wondering if I am understanding the   "Automatic Rebroadcast" feature correctly. It looks as if the PRC-351/352 can be set to "R" Rebroadcast mode and therefore can Act somewhat like a repeater in that it receives a signal and rebroadcasts it out. Or it can, when linked (hard wired) to another PRC-351/352 transmit out or in on a different frequency. The "Rebroadcast" radio can be activated by any other radio transmitting on the giving frequency along with the 150 MHz tone squelch.  So if I were to place the "Rebroadcast" radio at a high elevation it would act as a "Repeater". Is this correct or am I missing something. Very cool if this is the way it works. Also, if this is the case what are the regulations covering this such as who is the "Control Operator".
Second question, the "Ground Spike Antenna" came with 9 sections. It says to use 4 for 51.00 MHz which makes it a 1/4 wave. Can I add 4 more sections making 8 and have a 1/2 wave? Or is there something in the spike base to not make this work correctly?   Thanks, Gary W3GRD.
