[MRCA] latitude/longitude

Hi Ron,

I was afraid of something like that.  There is an interesting discussion 
here: http://www.maptools.com/tutorials/lat_lon/formats

I also just realized that I didn't know how to extract my lat-lon form 
my smartphone, so if I were the guy in the woods, I'd be SOL.
(Google Maps on Android: menu > Settings > About - scroll to Map center. 
Who wudda known? It's in decimal degrees)

Here in the 21st Century, perhaps emergency dispatchers, and other first 
responders should be trained in dealing with this.  What does 911 do?
