Hi Mark,
If they specified a VTVM it was probably because they thought the input
resistance of a traditional VOM, 20,000 ohms per volt, would load down
the circuit too much to get an accurate reading. Fortunately, modern
digital multimeters, even the 3-dollar ones from Harbor Freight, are
equivalent to VTVM's. It takessome mental gymnastics to make up for the
lack of a swinging needle when peaking an adjustment, but it's just
annoying not impossible.
