Just wanted to thank everyone who helped. I found a bad resistor, two
diodes, and a transistor.
Upon re-assembly I accidentally created two shorts. One being how I
installed the stud mount diodes. The other was securing the frame to the
transformer. The screw passed thru and hit a wire on the transformer. The
way the wire was soldered it caused for minimal clearance, I ended up just
re-soldering for more room.
I hooked the supply up to my variable bench supply and gave it 28 volts and
everything came to life and 1000 volts appeared!
Next step install into T-195A and see where the transmitter stands.
I also made sure to photo document everything too. When I bought this I got
spare parts for a second HV supply all in pieces and a put together LV
supply with a tag that says will not start. I may end up fixing and
rebuilding them for spares.
