[MRCA] W.S. #19 discussion

They are the pads that go between the set and the carrier and the PSU and
the carrier. The holes arew not for bolts. they are eaaentially dimples to
provide clearance for the rivets that hold the carrier together. The just
add a bit of shock absorbing and compliance.
