As was explained to a group I was associated with, so long as every 
station /formally/ identifies every 10 minutes, or thereabouts, other 
names or identifiers are not proscribed.  Whether its a name (Joe) or 
something else, it really doesn't matter.  Consider regular 
conversations on the bands, callsigns are not used with each and every 
turnover.  The scenario salient to the aforementioned was a 
public-service event where various locations reported status, etc.  
Using the "name" of the location was very useful, whereas callsigns were 
not.  Now, MIL comms tend to use callsigns almost every turnover, but so 
long as anyone listening can discern your "real" callsign at some point, 
no foul.
Anyway, an FCC rep provided that insight.  Finally, I doubt that the 
coverage area of the comex you all will be all that vast an area, so 
who's going to really care, anyway?
