It first came to my attention 6 months to a year ago in connection with an
inverter redesign for a manpack. I corresponded with the librarian who
held the document, but got no satisfactory answer.

I've not found any way to communicate with Google and all I get are
useless "Help" screens.

Well, individuals don't work that well either- as we both know all too well.
