They may have had an influence on it, but in the back of the 1942 
Sandretto book on Aeronautical Radio Engineering, there is a series of 
drawings on different size ATR packages, courtesy of Aeronautical Radio 
Incorporated (ARINC).  They generally get the credit for establishing 
the system, based on research of industry needs in the late 1930s.
