This would be correct.  Collins' only contribution was the autotune
mechanism which, as I understand it, was provided after WE's own attempts
failed in grand style.  The RT-18 & RT-19 were a major steps forward from
the WE-233 and BC-942/-950 (R-28 & T-23/ARC-5), both of which had major
issues.

The USAF & US Army learned a valuable lesson while it was still the
USAAC/USAAF and that was not to exclude civilian facilities in their
planning, especially since they frequently use foreign airfields that don't
have UHF capabilities.  The US Navy forgot that for a while but, as I
understand things, have since corrected that oversight.  (I need to find out
from one of the P-3 aircrews someday.)
